[Fis] moderation note

--- Participants in the current discussion are reminded that they have to
abide by the two postings per week rule.

--- From time to time THREE messages may be posted (but not
systematically); those parties posting FOUR messages will be warned
individually, and if they ignore the warning they will be disconnected from
the list for one week.

-- Discussion chairs should not go beyond 4, otherwise the warning will follow.

Please, cooperate. We will have better collective discussions if the
individual parties exert self-limitation.
